my fix for this was to use 'phpMyAdmin' to login to the database and edit the table for the Stats plugin (Stats plugin), changing the 'published' entry from "1" (on/published) to "0" (off/not published) and saving.

Once I saved the database after modifying that field, I was able to view my Joomla! site and did NOT get the 'Restricted Access' Page anymore.

This does NOT make Stats work but it does allow my Joomla! site to function correctly.
